The artist was born in Latvia in 1927. Viktor Mednis studied at the Melbourne Art Gallery School before working as an industrial designer and glass engraver in Adelaide.

He has produced murals for City buildings and established a studio and gallery in Adelaide Hills in 1971. Mednis is a member of the Contemporary Art Society and has exhibited his work since 1966.
