It would be a fine addition to a collection of enamel art. Identification The enamel plaque is unsigned, but it is by David Smira (1941 -). Per the pamphlet and the artist's website, Smira grew up in Tel Aviv. He was educated at Bat-Yam Academy of Fine Arts. After graduating in 1965, he moved to the United States.
He traveled and exhibited in the U. And Canada, developing an impressionist / pointilist style. He has worked in oil paints and enamels.
He currently lives in southern California. Smira's works are in the Bet-Emanuel Museum, Ramat-Gann, Israel; they also are in collections in Europe, Canada, the U.Condition The enamel looks very good overall, with no cracks. A small (1/4 inch) flake to the enamel at the lower left corner was repaired and I can not discern it (area shown in Photo 6). There is very light edge wear. As made, the copper plate is bowed.
